Chapter 1. General Rules
Article 1. (Objective) The Journal of African Studies, which is established under Article 3 of the regulations of the Institute for Mediterranean Studies (hereinafter the Institute"), Busan University of Foreign Studies, is an English-language academic journal published twice a year by the Institute. Its purpose is to publish local research on the politics, economy, society, culture, law, history, language and literatures of the African Area. This academic joumal aims to contribute to the development of domestic studies on overseas regions through research like theoretical discussion and analysis of trends, case studies and analysis of local policy etc.
Article 2. (Issuance) The Journal of African Studies is issued twice cach year, on February 28 and August 31.
Article 3. (Composition and Period of Office of the Editing Committee)
1. The editing committee is organized according to Article 6 and Article 8 of the regulations of the Institute and is composed of 1 Editor-in-Chief, 15 Editor, and 1 Associate Editor.
2. The Editor-in-Chief shall be nominated by the president of the Institute based on a recommendation by the operations committee of the Institute, who make their choice from among domestic experts on the African region.
3. The editing committee shall be composed of experts from various fields with outstanding research achievements on the African region, and is nominated by the head of the center with the recommendation of the editor-in-Chief.

4. The Editor-in-Chief and members of the editing committee shall serve for 2 years, and may be re-appointed.
5. The Associate Editor shall be nominated by the head of the center.
Article 4. (Operation of the Editing Committee)
1. The editing committee may be convoked regarding the publication of The Journal of African Studies frequently, and if necessary, may hold remote meetings.
2. The editing committee shall be convoked upon the request of the Editor-in-Chief, and editing committee members may participate in the editing committee meeting.
3. In the editing committee meeting, a resolution shall be passed if it has the support of half or more of the participating members.
Article 5. (Duties of the Editing Committee) The Editing committee shall select members to screen the articles contributed to The Journal of African Studies, and shall finally decide whether the articles may be published.
Article 6. (Copyright) All the ownerships including the copyrights of articles and the rights on digital infomnation published in The Journal of African Studies shall belong to the Institute.
Chapter 2. Contribution
Article 7. (Subject) Contributed articles shall only be articles not published in another publication channel.
Article 8. (Qualification) Contributors of articles shall only be full time lecturers or part time lecturers in domestic or overseas colleges, or researchers that hold a master’s degree. The editing committee may permit contributions by those with equivalent qualifications after screening.
Article 9. (Regulation) Detailed instructions for contributing articles shall be according to the separate instructions for contributing to The Journal of African Studies.
Chapter 3. Screening
Article 10. (Screening and Screening Committee Members)
1. Contributed articles shall be screened by 2 reviewers who shall be experts in the thematic field of the article in a double-blind process. In the case of articles published at an academic conference held by the Institute, the designated discusser may serve as 1 screening member by agreement.
2. The contributor and screening committee members shall not be disclosed among the parties concerned during the screening process.
3. If an editing committee member contributes an article, the party concerned may not participate in the discussion about selecting screening committee members.
Article 11. (Screening Criteria)
1. Contributed articles shall be screened according to the following
criteria:
1) Importance and Academic Value of the Research Subject
The subject of the research shall contribute to the theoretical and practical development of African region studies, and shall have academic value.
2) Creativity and Development Potential of Contents
The contents of articles shall be creative in respect of the research subject and method, and the contributor's existing researches.
3) Validity of Research Method
Articles shall be valid in respect of the proposal of the research subject, research history, research methodology, research contents, and results, and the specification of the anticipated contribution from the research results etc.
4) Degree of Data Utilization and Accuracy Articles shall utilize data related to the research subject to the maximum extent, and shall clearly identify the source.
5) Compliance with the Contribution Instructions and the Method for Composing Articles Articles shall be in a form compliant with the contribution instructions for this academic journal.
Article 12. (Screening Procedure)
1. The editing committee shall determine whether an article may be accepted or not. An article which is not relevant to the African region, one which is not relevant to the major area of the contributor, or one which is determined to have ignored the contribution instructions may not be received.
2. The editing committee shall select reviewers to screen the contributed articles, and shall send contributed articles to the applicable reviewers along with screening-related forms.
3. The reviewers shall evaluate contributed articles according to the screening evaluation form, and shall determine whether the response to the article is 'Accept', 'Accept with minor revisions', 'Reconsider after major revisions', or "Reject".
4. The reviewer shall return the screening results to the editing committee by the specified date.
5. The editing committee shall review the collected screening results, and shall notify contributors of the results after finally deciding whether each article is published or not.
Article 13. (Decision on Being Published)
1. The decision on whether articles can be published is based on the reviewers evaluations, as shown here:
2. Even though an article has received the decision, 'Can be published', the contributor shall make modifications indicated by the screening committee and errors, and if this requirement is not followed, the contributor may be regarded as having no intention to publish the article.
3. The contributor of an article that has received the decision 'Can be published after modification' shall submit the article, modified as indicated by the screening committee, to the editing committee by the Specified date, and if this requirement is not followed, the contributor may be regarded as having no intention to publish the article. The modified contents shall be notified to the applicable screening committee, and if no remark is made within 3 days, the modified contents may be regarded as accepted. In particular cases, the editing committee may determine whether further modification is necessary.
4. Even though an article has passed screening with the decision, 'Can be published', or 'Can be published after modification', if a certain quota for articles in any one issue, as specified by the editing committee, is exceeded, publication may be restricted depending on the class of screening result and the appropriateness of the academic field. Publication of the same author in consecutive issues shall in principle be avoided.
5. Even after the decision on publication, if the article is found to have violated research ethics regulations, the editing committee may cancel the decision, and may place a restriction on the contributor's eligibility to contribute articles for a certain period of time.
6. The Editor shall mark the article processing schedule, e.g. date article received, screening completion date and final publication decision date, on the last page of each article when publishing the journal.

1장 총칙
제1조 (목적) 지중해지역원 규정 제3조 및 제6조 제9항에 근거하는 『아프리카학연구(영어명은 Journal of African Studies』는 부산외국어대학교 지중해지역원(이하 “지역원”이라 한다) 북아프리카연구센터(이하 “센터”라 한다)에서 연간 2회 발간하는 학술지로서, 아프리카 지역의 정치, 경제, 사회, 문화, 역사, 어문학, 국제개발협력, 공공외교, 분쟁, 보건학 등의 지역연구를 목적으로 한다. 본 학술지는 순수 이론적인 논의와 동향 분석, 사례 연구, 지역의 정책 분석, 공공외교 등의 응용 연구를 통하여 국내외의 아프리카 연구 발전에 기여함을 그 목적으로 한다.
제2조 (발행) 『아프리카학연구』는 매년 2월 28일, 8월 31일, 연간 2회 발행한다.
제3조 (편집위원회의 구성과 임기)
1. 지역원 규정 제7조 제6항에 의거하여 구성되는 편집위원회는 1인의 편집위원장과 15인 내외의 편집위원과 편집간사 1인으로 구성된다.
2. 편집위원장은 국내의 아프리카 지역 전문가 중 센터장의 추천을 받아 지역원장이 임명한다.
3. 편집위원은 아프리카 지역의 다양성을 고려하여 학술 연구 실적이 뛰어난 각 분야의 전문가로 구성하며 편집위원장의 추천을 받아 센터장이 임명한다.
4. 편집위원장과 편집위원의 임기는 2년이며 연임할 수 있다.
5. 편집간사는 센터장이 임명한다.
제4조 (편집위원회의 운영)
1. 편집위원회는 『아프리카학연구』 발간사업과 관련하여 수시로 개최될 수 있으며 필요한 경우 원격회의를 할 수 있다.
2. 편집위원회는 편집위원장의 요청에 의하여 소집되고 재적위원 과반수이상의 출석으로 성회되며, 편집위원은 편집위원회 참석을 위임할 수 있다.
3. 편집위원회는 출석위원 과반수이상의 찬성으로 의결된다.
4. 편집위원회는 논문의 최종 게재여부 결정 외에 『아프리카학연구』 발간사업과 관련한 제반 사항에 대하여 센터장과 협의하여 결정하여야 한다.
제5조 (편집위원회의 업무) 편집위원회는 『아프리카학연구』에 투고된 논문의 심사위원을 선정하고, 논문의 최종적인 게재여부를 결정한다.
제6조 (판권) 『아프리카학연구』에 발표되는 논문의 판권 및 디지털 정보 권한을 포함하는 모든 소유권은 지중해지역원이 갖는다.
제2장 투고
제7조 (대상) 투고논문은 다른 출판물을 통하여 발표되지 않은 논문에 한한다.
제8조 (자격) 논문 투고자는 국내/외 대학의 전임/비전임 교원 및 석사학위 소지 이상의 연구자로 한하며 투고 시 특정 심사자 2인까지에 대한 회피를 신청할 수 있다. 편집위원회는 심의를 통해 이에 준하는 이들의 투고를 허락할 수 있다.
제9조 (규정) 투고논문의 세부적인 지침은 별도의 『아프리카학연구』 투고지침에 따르며, 투고지침의 제개정은 편집위원회에서 심의 결정한다.
제3장 심사
제10조 (심사 및 심사위원)
1. 투고된 논문은 투고자의 심사자 회피 신청을 고려하여 편집위원회가 선정한 해당 분야의 2인 심사위원에 의해 심사된다. 지역원 개최 학술대회에 발표된 논문은 동의 아래 지정토론자가 심사위원 1인의 역할을 할 수 있다.
2. 투고자와 심사위원은 심사과정에서 당사자 간에 공개되지 아니한다.
3. 편집위원이 투고한 논문의 심사위원 선정 논의에 당사자는 참여하지 아니한다.
제11조 (심사기준)
1. 투고된 논문은 아래의 기준에 따라 심사된다.
1) 연구 주제의 중요도 및 학술적 가치
논문의 주제는 아프리카지역연구의 이론적 실질적 발전에 기여하여야 하고 학술적 가치가 있어야 한다.
2) 내용의 창의성 및 발전성
논문의 내용은 연구 주제와 방법에 있어 창의적이어야 한다. 또한 투고자의 기존의 연구에 비추어 발전적인 성과를 제시해야 한다.
3) 연구 방법의 타당성
논문은 연구 주제에 대한 문제 제기, 연구사 제시, 연구 방법론 제시, 연구의 내용 및 결과 제시, 연구 결과의 예상되는 기여 명시 등이 타당해야 한다.
4) 자료 활용도 및 정확도
논문은 연구 주제와 관련된 자료를 최대한 활용하고, 그 출처를 명확하게 밝혀야 한다.
5) 투고지침 준수 및 논문 작성법
논문은 본 학술지 투고지침에 적합한 형식을 갖추어야 한다.
제12조 (심사절차)
1. 편집위원회가 투고논문에 대한 접수여부 결정을 한다. 아프리카 지역과의 연관성이 없는 논문이나 투고자의 전공영역과 현저히 무관한 논문이나 투고지침을 무시한 것으로 판단되는 논문은 접수되지 아니한다.
2. 편집위원회가 투고논문을 심사할 심사위원을 선정하고 해당 심사위원에게 투고논문을 심사관련 양식들과 함께 발송한다(별지서식 3호 심사평가서, 별지서식 4호 심사평).
3. 심사위원은 심사평가서 양식에 따라 투고논문을 평가하고 이를 ‘게재’, ‘수정 후 게재’, ‘수정 후 재심’, ‘게재불가’ 중 하나로 판정한다. ‘수정 후 게재’ 판정의 경우에는 수정 사항을 구체적으로 명기하여야 하며, ‘게재불가’ 판정의 경우에는 심사평가서에 그 이유를 구체적으로 명시하여야 한다. ‘수정 후 재심’의 경우에 수정논문을 제3의 심사자 2인을 편집위원회에서 논하여 결정한 후 재심사를 진행한다.
4. 심사위원은 심사 결과를 정해진 기일 내에 편집위원회로 회송한다.
5. 편집위원회는 취합된 심사결과를 검토하여 각 논문의 게재여부를 최종 결정한 후 그 결과를 투고자에게 통지한다(별지서식 5호 논문심사결과).
제13조 (게재결정)
1. 투고논문의 심사결과는 아래의 경우에 따라 정해진다.
2. ‘게재’ 판정을 받은 논문일지라도 심사위원의 지적사항, 오류, 오타는 수정해야하며 이에 따르지 않으면 게재의사가 없는 것으로 간주한다.
3. ‘수정 후 게재’ 판정을 받은 논문의 투고자는 심사위원의 수정 사항을 반영한 논문을 정해진 기일 안에 편집위원회에 제출해야 하며 이에 따르지 않으면 게재의사가 없는 것으로 간주한다. 수정된 내용은 해당 심사위원에게 통지되며 3일 이내에 이의 표명이 없으면 수정 사항이 수용된 것으로 간주하며, 특별한 경우에는 편집위원회에서 수정여부를 판단할 수 있다.
4. ‘수정 후 재심’ 판정을 받은 논문의 투고자는 심사위원의 수정 사항을 반영한 논문을 정해진 기일 안에 편집위원회에 제출하여 재심사를 받는다. 제출하지 않은 경우는 게재의사가 없는 것으로 간주한다. 제출된 논문이 또다시 ‘수정 후 재심’ 판정을 받으면 ‘게재 불가’로 간주한다.
5. 2인 심사자의 판정이 각기 다를 경우 편집위원회를 소집하여 편집위원회에서 최종결정한다.
6. 게재 결정 후에라도 연구윤리규정을 어긴 것으로 확인된 논문은 편집위원회에서 게재 결정을 취소할 수 있으며 일정기간 투고자격을 제한할 수 있다.
7. 편집자는 학술지 발간 시 논문접수일, 심사완료일, 게재확정일 등의 논문처리일정을 각 논문의 마지막 페이지에 기재한다.
제14조 (이의신청)
1. 심사위원의 수정 요구에 이의가 있을 경우 1주일 이내에 이의신청서 (별지서식 6호)를 편집위원회에 제출할 수 있다.
2. 심사결과에 이의가 있을 경우 1주일 이내에 이의신청서 (별지서식 7호)를 편집위원회에 제출할 수 있으며 편집위원회는 이의신청이 타당하다고 인정된 경우 별도의 심사위원을 선정하여 재심사하고 그 결과를 투고자에게 통지한다.
제15조 (보안) 모든 편집위원, 편집간사들은 편집회의 관련 내용에 대하여 비밀을 유지하여야 한다.
제16조 (기타) 본 규정에 명시되지 않은 사항은 관례에 따른다.
